GIST OF THE
ELECTION MANIFESTO OF
THE COMMUNIST PARTY OF NEPAL (UNIFIED MARXIST-LENINIST)
FOR 2056 (1999)
Respected Sisters and Brothers,
The General Election is once again at our doors, on this occasion, the CPN (UML) first of all, would like to pay heartfelt tributes to all the known and unknown martyrs who laid down their precious lives in course of struggle for the cause of nation, democracy and livelihood. We would also like to pay heartfelt tributes to our beloved leaders Com. Pushpa Lal and Com. Madan Bhandari who made outstanding contributions to the above struggles and lid the Communist movement of Nepal to a remarkable height.
Our party is now in election campaign with the main slogan of bringing the CPN (UML)’s majority government for political stability, good governance, development and national pride. This opportune moment should be fully utilised to defeat such political forces as Nepali Congress whose activities have resulted to political chaos instability, weakened the cause of nation and democracy as well as impoverished the Nepalese people. The People should take the General Election 2056 (1999) as an opportunity to strengthen stability, good governance, development, justice, equality and national independence.
It is only our party CPN (UML) which is capable of fully meeting these national challenges and in the context of existing national realities, this is only party which can give a majority government. With a clear vision and firm commitment towards democracy, nation, livelihood and national development, this is the only party which can bring about economic, social and cultural development of the country. In order to drive the nation towards on overall transformation, the CPN (UML) firmly pledges to execute following policies, programs and action plans by forming a majority government after the forthcoming general election.
1. Consolidation of Multi-Party System and Promotion of Democratic Practice.
Empowerment of people; guarantee of the fundamental rights as stipulated in the constitution; establishment of welfare state; consolidation of sovereignty and democratic rights; fair use of communication media; removal of irregularities and flaws in the election system; implementation of the concept of local self-governance; and fight against any form of external pressures and interference.
2. Human Rights as the Basis of a Democratic Society.
Formation of human rights commission; implementation of the report of the Mallik commission; search for the political persons disappeared since 1961; amendment in the Public Offence and Punishment Act; implementation of the Torture and Compensation Act; abolition of the bondd labour practices; elimination of social discrimination; establishment of women’s right to property; protection of human rights; elimination of child labour; and protection of the rights of the child.
3. Law and Order and Public Services as a Support of National Development.
People oriented police services to maintain law and order in the country and to protect people’s lives and property; involvement of army in development work; and due honour to retired police and military officials.
4. Finding out the Culprits of 'DASDHUNGA' to heal the wound of the Party and People.
Investigation of the assassination of our beloved people’s leader Com. Madan Bhandari and efficient organizer Com. Jiv Raj Ashrit, remaining incomplete, to be continued after the formation of CPN (UML) government and legal process to be initiated to punish the culprit.
5. Rule of Law and Just Society is the Voice of Deprived People.
Security to every citizen by maintaining law and order in the country; promotion of rule of law; establishment of a just society by means of independent and capable legal system and prompt and fair justice; protection of economically, socially and educationally backward communities, aged and disabled.
6. Good Governance and Pro-people Administration to Eliminate Corruption.
End of the abuse of authority, corruption, economic irregularities, bribery, red-tapism and extravagant expenses; record of property of political leaders and officials of the state machinery to be maintained; increment in salary and facilities of civil servants on the basis of price hike; and public hearing in the appointment of officials of constitutional bodies to be institutionalized.
7. Long-term Development Vision for elimination of Poverty and Promotion of National Prosperity.
A 20-year long-term plan to be drawn to end illiteracy in 5 years; to provide basic health services and safe drinking water in 5 years; irrigation facilities for farmland in 7 years; to provide electricity and communication facilities for majority of villages in 10 years; elimination of unemployment and poverty in 15 years; end of dependence of external loan in 15 years; and to increase the per capita income by three-fold in 20 years.
8. Adoption of periodic and Long-term Plan for Socio-economic Development and Regional Balance.
Rapid economic development, equitable distribution of income and properties, planned development for regional balance and decentralized planning system; control of corruption, commission, red-tapism and unjustifiable increase in project costs; checks of poor-quality work; and provisions of reward and punishment of the basis of work performance.
9. Massive increase in Revenue for Sustainable Development and Prosperity of the Nation.
Consolidation of the tax system; curtailment of indirect tax; implementation of progressive tax system by broadening tax-net; control in revenue leakage; resolution of problems associated with VAT; and control in unproductive government expenses to end corruption.
10. Use of Foreign Capital for High Economic Growth and Technological Development.
Mobilization of foreign assistance on the basis of national priorities; maximum utilization of local resources and humanpower; introduction of latest technology; promotion of investment of private sector; monitoring the activities which adversely affect national unity, religious and social harmony.
11. Selective Privatization for the Consolidation of Public Institutions.
Policy of selective privatization to promote the efficiency of public institutions; making them autonomous keeping in view the rights and welfare of the employees; reassessment of the privatization policy adopted by the previous governments.
12. Improvement in Trade and Balance of Payment for Economic Growth.
Adoption of duty-free and single-door policy for export business; item-specify and country-specify diversification; expansion of trade with Tibet to promote regional trade and cooperation.
13. Upliftment of Private Sector for Capital Formation and Mobilization.
Formation of policies favorable to national industrialists and traders; supply of loans and other facilities; saving promotion in private sector; implementation of the Monopoly Control Act; and promotion of public accountability in private sector.
14. Guarantee of Customer Oriented Bank Services for the Relief to the Poor.
Making banking service customer oriented and smoothly providing loans; reform in commercial banking management in government sector; extension of Rural Development Bank programs/ services and Cooperative Banks in different parts of the country.
15. Smooth Supply and Price Control for the Protection of the Cause of Underprivilegerd
Relief to the underprivileged sectors by way of price control and smooth supply goods; inspection of market prices; end of market monopoly; price control through an effective reserve system; and supply of basic goods at fixed prices.
16. Revolution in Agricultural System to End Feudal Land Ownership.
Supply of land to the landless poor peseants through effective land reform program; establishment of Land Development Bank; implementation of Agricultural Perspective Plan (APP); encouragement to agro-industries; expansion of agricultural training programs; loan redemption of bonded laboures (Kamaiyas) and distribution of land to them; establishment of chemical fertilizer factory; fixation of minimum price for agricultural produce; fixation of minimum wages for agricultural laboures; establishment and expansion of agricultural technical services, agricultural loan in low interest rate; and establishment of an Agricultural and Forestry University.
17. Expansion of Irrigation as Life-blood of Agriculture.
Irrigation facilities to be available for farmlands in 7 years; expansion of the utilization of ground water in terai; identification of appropriate irrigation projects in the Hills; involvement of private sector in government irrigation projects.
Involvement of government and non-government groups and persons in tree plantation, alternative employment in forestry sector; establishment of Ward Forest Gardens in VDCs. and Municipalities; construction of barrages in river banks; tree plantation along the High-ways; control of deforestation through the development of agro-forestry and alternative energy sources.
Housing facilities for landless squatles; transfer of insecure habitation to secure dwellings; and promotion of planned urbanisation.
Involvement of multi-dimensional cooperation in water resources development; execution of Mahakali Treaty on the basis of parliamentary resolution in the best interest of Nepal; construction of Bheri-Babai Diversion and Sunkosi-Kamala Diversion, various water-ways, small and medium hydro projects; development of projects such as west Seti-Karnali and Saptakoshi; establishment of an Electricity Development Fund and Hydrology Center; and control of electricity leakage.
Formation of a long-term industrial policy; promotion of the industries based on national raw materials; proper protection of domestic industries; adoption of special policy for the development of carpet and garment industries; establishment of carpet production villages for the development of carpet industries.
Development of air services and other basic facilities to support tourism; expedite Lumbini Development program; setting up of tourism villagesites; construction of the second International Airport; and establishment of tourism information unit in the Nepalese Diplomatic Missions abroad.
Construction of motorable roads linking all the district headquarters; completion of East-West Mountain Highway, a second highway connecting Tibet; agricultural roads, North-South highway in each zone; East-West Railway; operation of trolley-bus services in industrial cities; construction of Kathmandu-Hetauda Tunnel road.
Expansion of telecommunication services in all the VDCs in coming 2 years; fairness in the operation of radio, TV and other media of public communication; effective postal services; smooth and easy supply of newsprints at fair price; program for the development of film industries; development of Nepal as an international telecommunication hub and utilization of orbital slot.
25. Science and Technology of 21st century for National Progress and Modernization .
Focus on the plan of science and technology; development of human resources; emphasis on the development of research and technology; development of indigenous technology and its use for rural development and poverty alleviation.
26. Education for All as Basic Foundation of Human Development .
Work oriented accessible quality education; Illiteracy eradication in 5 years; compulsory primary education; education in mother tongues; planned and organized higher education; establishment of technical humanpower development institutions at regional levels; access to education for women, disabled, marginalised castes, ethnic groups, and children from deprived communities; establishment of vocational and technical training centers at district levels.
27. Improvement in Health Services as Foundation of Healthy Society.
Priority on producing medicines necessary for the nation; free basic health services; quality development of hospitals and health centers; healthy environment, health education, arrangement of doctors in district hospitals; and specialized services in central level hospitals.
28. Self Governance for Local Bodies by Adopting Participatory Local Development.
Annual planning, programming and budgeting at local levels to make local development bodies a focus of all round development of the nation; institutionalization and nation-wide mobilization of participatory development programs; to make "Let's Build Our Village Ourselves" more effective; to run the 95 program nation-wide; channeling most of revenues to local levels; sincere implementation of the principles of local self-governance.
Elimination of female illiteracy in 5 years; free education including educational materials upto secondary level; vocational education and training; group loan without collateral; equal wages for equal work; women's right to parental property; free legal assistance for women in local bodies; severe punishment for wrongdoers involved in women trafficking, rape abduction etc.; increase in women’s participation in policy making bodies.
30. Protection of Child Rights To assure Guarantee of a Future Bright.
Education, health care and protection of children; implementation of programs for their all round development; protection of child rights and the end of child labour and exploitation.
31. Equal Rights to All Castes, Ethnic Groups, Languages, Cultures and Religious as Basis of a Cultured, Civilized and Harmonious Society.
End of discrimination based on caste, ethnocity, language, culture and religion; protection and promotion of marginalised castes, ethnic groups, languages, cultures and religions; elimination of untouchability, superstitions, and other social ill-practices; state protection of street-children, elderly, disabled, orphans and distitute people.
32. Qualitative Art, Literature and Culture for the Promotion of National Pride.
People working in and devoted to art, literature and culture to be respected, and conditions conducive to their livelihood through their work to be prepared; academy of Fine-Arts, Music and Dramatics to be established.
Effective continuation of the elderly allowance program began by the CPN (UML) nine-month government; protection of the rights and welfare of the widows, disabled and destitutes.
Operation of development programs in every village; mobilization of development volunteers, establishment of foreign employment institutions; adoption of one family one employment; formulation of a policy protecting national workers from their displacement by foreign workers; establishment of labour and employment information centers in each district; and formulation of appropriate programs for the resolution of the problems of food, shelter and clothing of the people.
Provision of maintaining records and statistics of immigration for border security and control of incoming foreigners; regulation of migration; implementation of preventive health programs to reduce high fertility and child mortality rates.
Expansion in the opportunities of self-employment in non-agriculture sector; exploring of foreign employment opportunities; youth self-employment programmers; protection, education and maximum wage for the workers.
Establishment of a Youth Ministry; protection and promotion of famed sportsperson; promotion of professional players; protection, promotion and development of games of geographical regions of Nepal; reform in the management and scope of the Sports Council.
Creation of conducive environment for not migrating to other countries; initiate appropriates steps to protect the rights and proviledges of migrated Nepalese in foreign countries and control migration.
Revision of 1950 Treaty to ensure equality, mutual benefit and national interest; initiation of appropriate steps to ensure permanent guarantee of unrestricted transit facility of the land locked countries; strengthening and enhancing mutual cooperation amidst SAARC members; control of any activities in the soil of Nepal against our friendly countries; creation of a conducive environment for Bhutanese refugees to return to their homeland; initiatives to extradite foreign army from Kalapani; and regulation of borders between Nepal and India on the basis of historical and authenticated facts.
